
Leroy M. Garcia
Leroy is a dynamic leader with a strong track record of public service at the local, state and federal levels. He most recently served as a Presidential Appointee in the Biden Administration, working as a Special Assistant at the Pentagon within the Department of the Navy and later as a Chief of Staff for Rural Business-Cooperative Service at USDA. Leroy was also appointed by Joe Biden to co-chair both the national and Colorado Latino Leadership Committees during the 2020 Presidential Election.
In 2014 Leroy was elected to represent Colorado’s State Senate District 3, covering Pueblo and Pueblo West. He became Assistant Minority Leader in 2017, and Colorado’s first Latino Senate President in 2019. In 2020, he was unanimously re-elected as Senate President for the 73rd General Assembly.
Renowned for his resolute advocacy, Leroy has been a leading force in advancing legislative initiatives across a range of critical issues, including veterans’ education and housing, transportation infrastructure, and healthcare policy. He has championed efforts to expand rail infrastructure and improve transit systems throughout Colorado. Additionally, he played a key role in securing vital funding for the Colorado State Fair and local water resources, as well as advocating for pro-business policies that support economic growth and job creation.
Leroy served in the U.S. Marine Corps from 2001-2007 and deployed to Iraq as a mortuary affairs specialist in 2003, and remains a passionate advocate for veterans. A first-generation college graduate, Leroy holds a master’s degree in organizational management, a bachelor’s degree in management, and an associate’s degree in emergency medical services.
In addition to his political work, Leroy is actively involved in several prominent boards, including NALEO, VFW, American Legion and the Marine Corps League. He enjoys golfing, fishing, and playing piano as an accompanist at his local parish.
